Luis is an urban economist specialised in infrastructure finance, real estate, and local economic development. He has a track record in originating, structuring and executing urban infrastructure projects and conducting research on infrastructure and municipal finance, decentralization and urban governance.
Prior to joining Vivid Economics, Luis was a Consultant with the Housing and Urban Development Division of the Inter-American Development Bank (IDB) in Washington, DC. At the IDB, Luis managed projects covering land value capture, public-private partnerships and strategic economic development planning.
Luis holds an MSc in Urban Economic Development from University College London as well as a Master of Urban Planning from New York University.
