The case for an Office of Energy
The aim of this report, supported by npower, is to motivate a discussion on how best to provide trusted and clear analysis of energy issues in the UK. Given criticism and controversy in the sector, it finds there is a case for a new institutional role – not necessarily a new institution – to enhance consumer and investor confidence by providing trusted and clear energy analysis. The report, based on a review of existing institutions and a number of stakeholder discussions, identifies the need for a balance scorecard to bring together reporting on the performance of policy priorities, particularly affordability, energy security, and decarbonisation, and to provide careful analysis of their trade-offs. The report also recognises that a discussion is needed to identify the best institutional option to deliver this analysis, and provides a framework for this discussion.
