Peru National Infrastructure Plan

Vivid Economics was commissioned by the FCO Peru to provide technical assistance to the Peruvian Ministry of Finance on the development of their National Infrastructure Plan.

Vivid was tasked with developing a short term methodology for the prioritisation of infrastructure projects to be included in the national infrastructure plan. This involved identifying and designing indicators which the ministry was able to apply to the infrastructure projects being considered to assess their relative potential for impact.

Additionally, Vivid also developed a framework for the development of a longer-term infrastructure plan which incorporates more in-depth sector impact and infrastructure needs analysis as well as extensive stakeholder engagement and project cost-benefit analysis.

Finally, Vivid developed an institutionalisation strategy to ensure that the governance mechanisms are in place to ensure that the plan is successfully implemented at the regional and national level.
