National Infrastructure Assessment: the role of state financing for infrastructure

Vivid Economics was commissioned to assess the value of the UK’s Green Investment Bank and the European Investment Bank in catalysing private investment in infrastructure, and the implications for future needs for state support to ensure sufficient and efficient financing to national infrastructure. The report will be used to support the National Infrastructure Commission to build an evidence base around the role of the state in supporting finance.

Support could come in several forms, from ‘harder’ interventions including a wide variety of market-enhancing financial instruments to ‘softer’ involvement such as the provision of technical assessment or building the knowledge of the financial sector in new technologies.
