Oliver has worked as a professional economist in both consulting and academia for over seven years. His interests span topics in resource planning, economic valuation, and the design of policy, regulatory, and financial mechanisms – with a focus on water, agriculture and land use, and the management of extreme events. In his work as a consultant, he has taken on leading roles in projects in these areas for both private- and public sector clients in the UK, Africa, Europe, and Australia.
He holds a DPhil in Economics from the University of Oxford on decision making under ‘deep’ uncertainty, such as that pertaining to the effects of climate change, and the management of such uncertainty in insurance sectors. He is co-author of The Rough Guide to Economics, which was published in 2014.
