Strategic Adaptation to Climate Change in Europe
This report reviews the available evidence on Europe’s exposure, sensitivity and adaptive capacity to climate change. Based on this review it identifies strategic adaptation priorities for Europe: where to adapt, when to adapt, and how to adapt. The paper also considers the appropriate balance of responsibilities between the public and private sector, i.e. who should adapt.
